ANIMA recruits a Project Manager Euromed Clusters Forward- (M/F) – Fixed-term contract of 12 months

ANIMA is recruiting a project manager for the administrative and financial management of the project Euromed Clusters Forward and support the implementation of its activities.

Background

ANIMA Investment Network is a platform for economic cooperation between Europe, the Middle East and Africa. It deploys its engineering to create and implement initiatives to develop investment and business ecosystems favouring an attractive, sustainable and inclusive economy.
Organised as a network, ANIMA offers expertise in economic development and cooperation, investment promotion and impact management, territorial marketing, development of innovation and mobilisation of expatriate talent resources.

The ANIMA network brings together 70 member organisations in 20 countries and more than 400 experts and partners who can be mobilised, coordinated by a team of 16 people based in Marseille. It brings together government and regional investment promotion and economic development agencies, entrepreneurial associations, innovation clusters, international investors and research institutes.
The Euromed Clusters Forward project aims to strengthen clusters for an innovative and competitive Euro-Mediterranean region. The project focuses on improving the regulatory frameworks of clusters and incentives for collaboration between the components of the quintuple helix (university-industry-government-public-environment) to support the development of cluster member companies and their competitiveness. Euromed Clusters Forward is co-financed by the European Union to the tune of 90% for a total budget of 7.8 million euros and is managed by ANIMA.

Job description

Reporting to the Euromed Clusters Forward Project Director and the Chief Financial Officer, the position of Euromed Cluster Forward Project Manager will include both an administrative and financial component (40%) and a technical support component (60%). More specifically, it will involve the following functions:

Management of contractual and administrative aspects:

  • Taking responsibility for the Project’s administrative aspects in cooperation with its coordinators.
  • Liaising with the European Commission on the administrative and contractual aspects of the project.
  • Managing calls for projects and contractualization for delegated operations.
  • Participating in the negotiation of service contracts concerning the project.

Financial and budgetary management:

  • Ensure compliance with the financial rules of the projects and the association to guarantee the conformity of the incurred expenditure.
  • Monitor the budget consumption of ANIMA and the consortium partners based on the established tools.
  • Draw up the annual project budgets in conjunction with the Project Director.
  • Manage relations with the accountant and the CFO.
  • Liaise with the European Commission regarding the financial aspects of the project.

Reimbursements and analytical allocation:

  • Process travel expense claims for project teams.
  • Process claims for reimbursement of beneficiaries’ travel expenses related to subsidized projects.
  • Ensure the redistribution of funds between partners upon receiving advances from the European Commission.
  • Prepare the analytical allocation of accounting documents for projects, facilitating their registration by the accountant and the payment of invoices.

Preparation of half-yearly/annual financial reporting:

  • Prepare supporting documents for audits of ANIMA’s expenditure in conjunction with the outsourced accountant.
  • Pre-audit the expenditure reported by the partnership as a whole and consolidate it for audit purposes.
  • Ensure relations with the external auditors and the smooth running of the annual expenditure audit missions.
  • Drawing up half-yearly financial reports on projects.

Administrative and technical management of the project:

  • Support the Project Director in the administrative management of the activities.
  • Prepare monthly and quarterly technical reports and assist the Project Director in updating project monitoring tools including performance indicators, timeline, contact directory, CRM, etc.
  • Assist the Project Director in implementing certain activities in the action plan such as Clusters academies, #TechDays, delegated projects, particularly with a particular focus on administrative and logistical aspects.
  • Follow-up on participation in project activities, conduct satisfaction surveys, and collect testimonials or other deliverables.
  • Provide one-to-one monitoring of clusters, including assessing their needs, expectations, monitoring potential partnerships, and collaborations post TechDays, as well as weekly impact monitoring.

Profile:

  • Degree in development management, international relations, administration, management, finance, or accounting (4 years study or more).
  • Proficiency in the Microsoft Office suite (Word, Excel, Powerpoint).
  • Curiosity and versatility.
  • Ability to work independently.
  • Good writing skills.

Experience:

  • At least 3 years’ experience in a relevant field of action.
  • If possible, experience from South-Mediterranean and African countries.
  • Knowledge in the management of international (ideally European) projects in the fields of economic development would be an asset.
  • Proven experience in EU-funded or other international funded Projects financial management.

Spoken Languages:

  • Bilingual or fluent in French and English.
  • 3rd Mediterranean language would be an advantage (Arabic, Spanish, Italian, etc.).

Status and remuneration:

  • Fixed-term contract manager status.
  • Gross monthly salary: 2500 € based on candidate profile and experience.
