ANIMA recruits experts for identification and project development of cluster support measures for local industrial clusters in Cote d’Ivoire

The ANIMA network brings together 70 member organisations in 20 countries and more than 400 experts and partners who can be mobilised, coordinated by a team of 15 people based in Marseille. It brings together government and regional investment promotion and economic development agencies, entrepreneurial associations, innovation clusters, international investors, and research institutes.
Background
The Ivorian economy, the strongest in the Economic Community of West African States, remains one of the preferred targets for foreign investors in the region. Agriculture accounted for about 19.8% of GDP in 2018. In 2018, the country attracted nearly USD 913 million. The political situation has continued to stabilise since the beginning of 2017, and this has had a further positive impact on the inflow of FDI. Nevertheless, the hurdles and barriers to foreign investors remain high. For example, enterprises wanting to invest find it difficult to get reliable information, administrative procedures are erratic, and customs and tax authorities are unpredictable.
Looking at the situation of Ivorian businesses, it should be noted that the economic share of the SME sector is growing strongly in Côte d’Ivoire. Between 2012 and 2020, the number of SMEs doubled to an estimated 200,000. Similarly important is the increased share of jobs provided by SMEs. However, major problems remain, such as (1) access to credit on acceptable terms, (2) management capacities and entrepreneurship skills, (3) training for skilled personnel, and (4) the uncertain legal and fiscal framework.
The project is part of BMZ’s Special Initiative on Training and Job Creation – Invest for Jobs, which is now being implemented in eight African countries. The core objective of Invest for Jobs is to create good quality jobs and improve working conditions. The specific module objective for the project in Côte d’Ivoire is: African and European enterprises in Côte d’Ivoire are experiencing increased growth, thereby creating more employment. The project has a term of six years and its objectives are being pursued in three fields of activity.
ANIMA is participating in a tender launched by the German cooperation agency GIZ to carry out a study to identify needs of enterprises pertaining to two industrial parks operating respectively in the fields of ITC and biotechnology and food processing regarding necessary social and environmental sustainability
In this context, ANIMA should contribute to developing an intervention strategy and detailed project description to implement 4 target measures to improve the social and environmental sustainability of Ivorian enterprises
ANIMA experts will contribute to formulating strategies regarding the improvement of the ecosystem. They may also contribute to proposing relevant training measures tailored to the needs of the enterprises in the industrial zones receiving support.
In this context, ANIMA expert will be responsible for the delivery of the activities and associated milestones defined in the following work packages.:
Specific objectives:
- Work Package 1: Analysis of te Project Environment (2 weeks)
- Work Package 2: Development of Intervention Strategy (1 week)
- Work Package 3: Formulation of a Project Plan for Each of the 4 Projects (2 weeks)
Team Leader (up to 35 expert days)
Tasks of the team leader
- Overall responsibility for the work packages of the contractor (quality and deadlines)
- Coordinating and ensuring communication with GIZ, partners and others involved in the project
- Regular reporting in accordance with deadlines
- Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
- Taking cross-cutting themes into consideration (for example, gender equality)
- Preparing tender-ready documents according to GIZ standards with the partners
- Advising the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a potential follow-on phase
Qualifications of the team leader
- Education/training: University qualification (German ‘Diplom’/Master) in economics, environmental or social sciences
- Language: Good business language skills in French, C2 in the Common European Framework of Reference for Languages, and English, C2 in the Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience in Operations- & Management Consulting
- Specific professional experience: 5 years of professional experience in capacity development.
- Leadership/management experience: 5 years of management/leadership experience as project team leader or manager in a company
- Regional experience: 5 years of experience in projects in Africa, of which 2 years in projects in West Africa
- Development Cooperation (DC) experience: 5 years of experience in DC projects
Expert 1(up to 35 expert days)
Tasks of expert 1
- Development of the previously discussed analyses, strategies and projects, which includes technical, process and implementation advice – Implementation of the contract in accordance with GIZ standards with the partners, and with industrial zones.
Qualifications of expert 1
- Education/training: University degree (bachelor’s/master’s) in economics, environmental or social sciences
- Languages: Knowledge of French, C2 in the Common European Framework of Reference for Languages, and English, C1 in the Common European Framework of Reference for Languages 11
- General professional experience: 5 years of professional experience in Operations- & Management Consulting
- Specific professional experience: 3 years of professional experience in project development
- Leadership/management experience: not applicable – Regional experience (2.2.6): 3 years of experience in projects in Africa, of which 1 year in projects in West Africa
- Development cooperation (DC) experience: 2 years of experience working on DC projects.
Duration
Period of assignment: From December January 2022 until 15 September 2022. Project launching could be done remotely with a field mission expect between January and February.
Status
Type of contract service: provider.
Expert as subcontractors must be able to contract and invoice as a legally registered structure with the competent authorities in their country.
